Is this evidence as to how financial plutocrats circumvent regulation by simply maneuvering investments into cracks that the regulators have failed to consider? If I bring all of my trading/investing under a single brok-bank (aren't they all?) I can then avoid posting margin collateral by ensuring my swaps, futures, and derivative bets all offset each other? What is the point of the regulation then? I know The Tabb Group is funded by and supports the financial industry's oligarchs, but you could at least make an attempt to examine the impacts of such manipulations in light of the country's growing financial industry regulatory concerns.
